Professor Holford delivered five lectures on British architecture. Dr. ’ Even Iceland was not forgotten. ’ The Council is probably the only institution which has ever been paid by a Government to propagate snobbery. If you don’t believe me, listen to this statement by one of its ex-chairmen: ‘We are not catering for the lower type who might like a cup of cocoa or a singsong.  . ’ I know that our export trade is in a dreadful state, but snobbery is the one thing we cannot afford to send abroad.

As the biographer of Lord Lloyd, Colin Forbes Adam, concluded, the British Council’s rise, though helping to promote an understanding of Britain in the period just prior to the war, had not begun early enough to make a real difference immediately. It is no small point to state that though the D’Abernon Report had overturned the British Government’s attitude to cultural propaganda it took another five years before the British Council was established, and longer still to turn the Council into a viable and proactive cultural propaganda organization under Lloyd’s chairmanship.
